Partnership principle

Mutual cooperation of the partners in so-called "Development Partnerships" (DP) is the key principle of Community Initiative EQUAL. Individual projects are always presented and executed by several organizations within DP. Purpose of the DP support is to ensure mutual cooperation of different types of organizations when searching for solutions to current problems on the labour market (e.g. discrimination of women, handicapped people or people over 50). Partnership principle therefore allows the partners to make use of knowledge and experience of all involved organizations; the experience from the first round proved that better results are achieved if the problems are tackled together by different types of organizations (public administration, associations, businesses and NGOs) rather than by involving only one public or private organization.

In order to obtain as many experiences from the projects as possible, there can be two types of DP. First type is "regional or geographical DP" focusing on solving problems within specific region and therefore includes partnership organizations from that region. Second type is "sector DP", which focuses on problem solving on the national level, so instead of specific region, it tackles problems from specific economic sector or industry.

Effective cooperation within the Development Partnership is ensured through splitting responsibilities and competences among the beneficiaries of Community Initiative EQUAL and partners and their representatives during execution, supervision, evaluation and management. There are execution teams set up to work on activities in Action 2 and 3. Execution teams comprise of designated representatives of individual members of the national partnership. Execution teams are working groups, which work on relatively independent problems specified beforehand through activities and nature of the execution teams. Responsible for activities are underlined members of individual execution teams.
